Introduction
In recent years the Industrial Sector has become
the major source of employment in the economy
outside of subsistence agriculture. The
continued expansion of manufacturing activity
will result in further employment creation and
poverty reduction in Lesotho.
The Department of Industry will contribute to
the overall mission of the Ministry by
encouraging an industrialisation process which,
as far as possible, is market-driven so that the
private sector is the main engine of growth. The
role of the government and primarily the
Department of Industry is to facilitate the
process by creating an enabling environment and
an investment climate which will sustain
industrial activity and encourage further
investment in industrial enterprises from
Basotho and from foreign entrepreneurs.

Our Commitment to the Private Sector
The priorities of this Department are:

To expand the industrial base through
vertical and economic integration,
investment, product and market
diversification

To grow commercially viable small and micro
enterprises (SMEs) and strengthen Basotho
entrepreneurial, managerial and technical
skills

To promote growth through a supportive and
liberalised regulatory environment
This means we will:

Increase foreign investment through the
continued development of a liberal
investment regime and by encouraging
investment in key identified markets

Support Basotho entrepreneurs to invest in
industrial production and diversify into key
identified markets

Increase the availability of serviced
industrial sites provided in partnership
with the private sector

Support improved integration and linkages
between businesses within Lesotho and with
the SADC
-
Improve the legal and regulatory environment
for doing business in Lesotho by cutting red
tape and removing unnecessary legal
procedures
-
Improve access to financial services for
Basotho SMEs
-
Target business counselling, training and
extension services to the needs of SMEs and
the informal sector.

Large/Medium Scale Section (support to
large/medium enterprises), the Small Scale
Section (support to SMEs) and the Investment
Promotion Section (to promote indigenous and
foreign investment).

Corporation and the Basotho Development
Enterprises Corporation. These Corporations
help to deliver the government’s policies
and programmes directly to business.
