The Government of Lesotho launched the One Stop
Shop for Business in September 2007.The OSS
brings together a streamlined and integrated
suite of services for businesses and investors.
Services include Trading and Manufacturing
Licences, Import and Export Issuances, Residency
Visas and Work Permits
Situated on the first floor of the Ministry of
Trade and Industry, Cooperatives and Marketing (MTICM)
building on Kingsway, the OSS is centrally
situated in Maseru to offer businesses easy
access to Government services.

Business Licensing
Licences are issued through the ONE STOP SHOP
located at Kingsway Street, Maseru (P.O. Box
747, Maseru Tel: 22320584) as well as the local
offices of Ministry of Trade and Industry,
Cooperative & Marketing. You may contact these

For those businesses in Maseru District,
Licenses are issued by following the steps
detailed below.

First, find out if need a license. If you
do, after interview collect the brochure
which sets out the rates and rules, other
documents you need and the license
application form.

Complete the form and attach the other
documents you need to have

Submit your application and documents to the
OSS Licensing Desk. Officer will enter in
your information and inform you of when you
should return.

Return to the OSS on the nominated day

Go to the Accounts Counter to pay your
License Fee
-
Officer enters in the receipt details and
generates your License. The License will
indicate your unique License Number,
validity period as well a change of
information form on the back.
Exporting
Individuals exporting goods valued above M5,000
are required to complete the SAD500 document and
submit to South African Revenue Services at the
border.
Individuals exporting goods outside of SACU are
required to come into the OSS and proceed
through the following steps.

From the OSS download the “OSS Export
Utility” (100MB) this will allow you to
complete all forms at the convenience of
your own office. Alternatively the OSS has
public terminal that can be used to compete
the electronic form.

Register as an OSS User thus enabling you to
log onto the OSS public computers. Once
registered you will receive a unique user ID
and password.

Complete the Universal Data Form using the
OSS Export Utility, instructions on how to
install and use the utility are included

Once completed, return to the OSS and log
onto to the public computer, to create a
file an upload your export information.

Pressing “Generate” on the system will print
out the Exchange Control (F178) document as
well as a request for an inspection.

Once you have got you Exchange Control
document endorsed by the Bank and the LRA
Customs inspection done, return to the OSS
and complete additional fields in the system

Once all the information is entered, press
“Send” and report to the Export Visa Desk at
the OSS.

The officer will check the application and
if everything is in order, you will be
issued with the export visa and all export
documents on the spot.
